VIVA – The Ministry of Finance’s Directorate General of Customs and Excise introduced a new system to accelerate business processes in the customs sector known as Generation III Manifesto. The policy is claimed to be able to shorten the time of loading and unloading of ships or dwelling time.
Director General of Customs and Excise Heru Pambudi explained, the third generation manifest could shorten the dwelling time process because all business processes in customs have used an online system, and put forward the principles of automation and simplification.
“Thus, with this third generation manifestation, we convey that the process is fully automated. The general advantage is that logistic costs go down because the process is full automatic,” Heru said in the Ministry of Finance Building, Jakarta, Monday 7 January 2019.
Unlike the first and second generation manifests that still use business processes in customs manually and use manifests in the form of paper documents, he claimed, the third generation manifest that has been tested since September 2018 has been able to reduce the pre-clearance by 0.81 days or 19 , 69 percent.
“Previously, the manifestation had to wait for the ship to come, now even the ship has not arrived. Clearance has been completed. This means that the importer can already hold an exit permit from the port before the ship arrives,” he said.
Other benefits, continued Heru, are also felt is the acceleration of the clearance process at the airport. The Generation III manifest, according to him, has eliminated the process of detailing the manifest post which has so far reached 11,500 processes per month to none at all.
This results in the clearance process decreasing for 2 to 8 hours or by 20 percent to 80 percent from before. The new system also reduces costs and administrative expenses.
“Customs also applies the principle of risk management manifest changes where changes can be made online and not all changes must be mandatory by the head of office, inclusion of Taxpayer Identification Number (NPWP), and automation of closing manifest posts,” he said. (art)
